and in so doing the Committee stated in express
terms (League of Hations Paper 0.196 k.70, 1927
V., p.116) "it is anderstood that in submitting
"the present subject to the Governmente the
"Cowzittee does not pronounce either for or
"against the general principles set out in the
*Beport, or the solutions suggested for various
"particular problems on the basis of these
“principles.

therefore, that while the leport of the Sab-
Committee possesses the weight which may be
attached to the opinion of its two distin-
guished authors, it can in no way olaim to
